HAND UP NOT OUT.

An on-the-job experience specifically designed for kids in the foster care system.

Thank you for your interest in our “Hand Up Not Out Program.”  This program is all about creating a reliable look into a possible career or education choice for foster teens entering independent living.  All while helping them network & build their resumes. 

They may be trying to find a good fit for a part time job, figure out what they want to go to school for, or even explore a possible career in. We are helping connect them to trusted people in the community who can show them the ends and outs of the field they’re interested in. If the day or two goes well the goal is for the business owner to write them a letter of recommendation or allow them to use you as a possible reference in the future. 

Most of these teens are in the transitional living program that is for teens gearing up to age out. These teens are choosing to live completely independently instead of in a foster home or group home. This may be many of their first step to building up their résumé and looking for what excites them in the future.

Our goal is to help them find reliable resources that can show them about their business while being a positive references as they move forward in their lives.

The NC LINKS Program

To improve outcomes, the Independent Living Services for Foster Children (NC LINKS) provides services and resources to:

  • Youth and young adults currently or formerly in foster care ages 13-17

  • Young adults who are between the ages of 18-21 and are participating in Foster Care 18 to 21

  • Young adults who aged out of foster care at age 18 and are not participating in Foster Care 18 to 21

Youth aged 13-21 who are or were in foster care may request LINKS services from their county Department of Social Services.

The Education Training Voucher Program

This program provides grants of up to $5,000 a year toward costs of attendance for college or vocational training. This program is for students who are eligible for the LINKS program and who either were:

  • In foster care on or after their 17th birthday

  • Adopted from foster care on or after their 16th birthday

  • Entered a kinship guardianship placement from foster care on or after their 16th birthday

NC Reach

NC Reach is a post-secondary educational program for students who were:

  • Adopted from NC foster care on or after their 12th birthday; or

  • Exited foster care to a permanent home through guardianship with the support of the Kinship Guardianship Assistance Program (KinGAP); or,

  • Aged out of NC foster care

Medicaid for Former Foster Care 

Young adults ages 18-26 who aged out of foster care may be eligible for Medicaid and can apply for Medicaid coverage at the county Department of Social Services where they reside.

SNAP

Food and Nutrition Services is a federal food assistance program that provides low-income families the food they need for a nutritionally adequate diet. Benefits are issued via Electronic Benefit Transfer cards (EBT cards). There are three ways to apply for Food and Nutrition Services (Food Stamps):

  1. Apply online with ePASS.

  2. Apply in person at your county Department of Social Services (DSS) office. It helps to fill out as much of the application as possible ahead of time.

  • Newborn to Size 5 = 50 diapers per registered child

  • Size 6 or pull-ups = 30 diapers per registered child
